Golding says contract breaches at KSAC unacceptable

OPPOSITION Leader Bruce Golding said the failure of the Jamaica Labour Party-controlled KSAC to adhere to the required procedures for the award of contracts was unacceptable and should never have been allowed to happen.

"I am especially concerned that it was allowed to continue even after 2003 when the JLP assumed control of the corporation.

"The fact that the contractor-general's report did not find any instance of actual corruption does not mitigate the need for competitive procedures and absolute transparency in the award of contracts," Golding said in a statement yesterday.

Mayor of Kingston and chairman of the Kingston and St Andrew Corporation (KSAC) Desmond McKenzie on Monday accepted, on behalf of the council, the findings of the contractor-general's report and has given a firm commitment to put in place the necessary measures to comply fully with the procedures laid down.

Golding, in the meantime, said he has advised the mayor to maintain close consultation with the contractor-general in the implementation of these measures to ensure that they are working satisfactorily....
